Ms. Winter was born in Tokyo, Japan. She received her secondary school education from Iolani School, graduating in 1998. She attended the University of California at San Diego, receiving her Bachelor of Arts degree in Economics in August 2001, magna cum laude. Ms. Winter then attended the University of Hawaii William S. Richardson School of Law and received her Juris Doctor degree, as class valedictorian, graduating in 2005. During law school, she authored two publications: in 2005, co-authored Contextual Strict Scrutiny with Professor Eric Yamamoto and Carly Minner and, in 2006, authored Adarand Constructors, Inc., v Slater and Concrete Works of Colorado, Inc. v. City of Denver: Breathing Life into Croson's Passive Participant Model. Ms. Winter won numerous awards, such as the Rush Moore Craven Sutton Morry & Beh Award (2003), the Dean's Scholar award (2004), the Michael P. Porter Dean's Scholastic Award (2004 & 2005), and the Carl K. Mirikitani, Jr. Valedictory Prize (2005). She was a summer associate for Rush Moore LLP from May 2004 to July 2004. From September 2005 to August 2007, Ms. Winter served as a law clerk to Chief Justice Ronald T.Y. Moon of the Hawaii Supreme Court. In September 2007, Ms. Winter joined Rush Moore LLP as an associate attorney.

Ms. Winter speaks fluent Japanese.
