Ms. Winter was born in Tokyo, Japan. She received her secondary school education from Iolani School, graduating in 1998. She attended the University of California at San Diego, receiving her Bachelor of Arts degree in Economics in August 2001, magna cum laude. Ms. Winter then attended the University of Hawaii William S. Richardson School of Law and received her Juris Doctor degree, as class valedictorian, graduating in 2005. She wrote two publications: in 2005, co-authored Contextual Strict Scrutiny, and in 2006, wrote Adarand Constructors, Inc., v Slater and Concrete Works of Colorado, Inc. v. City of Denver: Breathing Life into Croson’s Passive Participant Model. Ms. Winter won numerous awards, such as the Rush Moore Craven Sutton Morry & Beh Award (2003), the Carl K. Mirikitani, Jr. Valedictory Prize (2005), the Michael P. Porter Dean’s Scholastic Award (2004 & 2005), and the Dean’s Scholar award (2004). She was a summer associate for Rush Moore from May 2004 to July 2004. And then became a law clerk to Chief Justice Ronald Moon from September 2005 to August 2007. And in September 2007, Ms. Winter joined Rush Moore LLP A Limited Liability Law Partnership as an associate attorney.

Ms. Winter speaks fluent Japanese.
